Of course, it's easy to justify penalizing a non-EU entity for abusing its dominant position in that market. I wonder if there's ever been a study of how much Microsoft's legal bills contribute to the cost of licensing their products.... for some reason, I think that might be enlightening to the supposed consumer watchdogs bent on fining Microsoft for every enhancement.
